Spain's National Housing Plan 2026-2030: What EUR 7 Billion Does and Does Not Do for Foreign Buyers
Wesna GroupReal Decreto 326/2026 put EUR 7 billion behind Spanish housing from 24 April 2026. None of the direct aid reaches a non-resident buying a holiday home. What it does reach is the rental market you would let into and the inland towns where a EUR 15,000 grant now sits behind young Spanish buyers.
Real Decreto 326/2026 came into force on 24 April 2026 and commits EUR 7 billion to housing through 2030, 60 per cent from Madrid and 40 per cent from the autonomous communities. Not one euro of it is available to a non-resident buying a second home on the coast. It still changes the market you are buying into.
What the plan actually funds
The money splits three ways. Forty per cent goes to enlarging the permanent public housing stock, thirty per cent to rehabilitating existing buildings, and thirty per cent to rent subsidies and a purchase grant for young buyers in small municipalities.
The rent subsidies are means tested and capped at both ends.
| Who | Income ceiling | Rent it applies to | Monthly aid |
|---|---|---|---|
| General | 5 times IPREM, about EUR 42,000 | Up to EUR 1,000, or EUR 600 for a room | EUR 250, or EUR 150 for a room |
| Vulnerable households | 3 times IPREM, about EUR 25,200 | Same ceilings | Up to 100% of rent plus EUR 300 for utilities |
| Under 35 | Same as general | EUR 500 in towns under 10,000 | Up to EUR 300, never more than 60% of the rent |
Households with dependents or a disability can lift the general figures by up to 40 per cent. The autonomous communities run the actual application windows, so Valencia and Murcia set their own dates and paperwork. The Sectoral Conference on Housing agreed the split on 21 May 2026 and released EUR 800 million as the first tranche.

The part that touches the Costa Blanca directly
One programme is worth reading closely if you look inland. A buyer under 35 purchasing in a municipality of up to 10,000 people, or up to 20,000 in justified cases, can claim up to EUR 15,000 against the price, capped at 20 per cent of it. The eligible purchase price runs from EUR 200,000 to EUR 325,000 depending on the region.
That description fits a specific band of the Costa Blanca almost exactly. Guadalest, Parcent, Lliber, Callosa d'en Sarria, Hondon de las Nieves and Ondara are all inside the population limit, and so is Polop. Our own stock in those towns starts at EUR 25,000 in Guadalest and EUR 45,000 in Parcent, with fifty-three listings in Polop alone.
The grant is for Spanish tax residents under 35 buying a main home. You will not claim it. What it does is put a subsidised domestic buyer next to you in exactly those villages, in the price band where the stock is thinnest, from 2026 to 2030.
What it means if you are letting
The rent ceilings are the number to keep. Subsidy only attaches to a tenancy at or below EUR 1,000 a month, and EUR 500 in the small inland towns. A landlord asking EUR 1,100 does not lose anything directly, but the tenant loses EUR 250 a month of support, which moves demand toward the units priced just under the line.
If you are modelling a long let, put that ceiling next to the real numbers in our breakdown of long-term rental yields. The same applies to the monthly income figures in our buy-to-let analysis, which already assume a market rent rather than a subsidised one.
The rehabilitation block is the other one to watch. Thirty per cent of EUR 7 billion goes into upgrading existing buildings, and communities of owners can apply for it, not only individuals. If your building is facing a facade or an energy retrofit, the comunidad may be able to cover part of it. Our figures on what renovation costs per square metre are the baseline to measure any grant against.
What to do now
Nothing urgent. This is a five year programme administered region by region, and the Valencian and Murcian calls will open on their own timetable.
Two things are worth doing anyway. If you are buying in a village rather than on the coast, expect more competition in the EUR 200,000 to EUR 325,000 band from 2027 onward, and price your offer accordingly. If you already own in a building that needs work, ask your administrator whether the comunidad has applied for the rehabilitation line before you agree to a derrama.
Neither changes the mechanics of buying. Those are unchanged and set out in our twelve step checklist for non-residents, and the supply picture for new build is in our H2 2026 deliveries round-up.
