A EUR 400,000 apartment in Sierra Cortina costs roughly EUR 3,000 to EUR 4,500 a year to hold before you switch a light on. The same money in a plain block in the town centre costs closer to EUR 1,800. The difference is community fees, and it is the line most buyers read last and should read first.
The four costs that never stop
Everyone budgets for the purchase. Fewer people budget for the fifteen years after it.

Community fees are the variable that matters

Our 26 Sierra Cortina listings sit in the upper bracket. WES-2488 2-bed apartment in Benidorm at 110 m2 and WES-2452 2-bed apartment in Benidorm at 93 m2 are both in communities with landscaped grounds and pools, and the fee reflects the gardener rather than the flat.
That is not a criticism. The gardens are why the development looks the way it does, and they are a large part of what you are buying. It just needs to be in the sum before you sign, not after.

Over ten years the gap is somewhere between EUR 8,000 and EUR 17,000. That is a kitchen, or two years of flights.
Why the fee is not the whole story
A low community fee is not automatically good news, and this is where buyers get caught.
Spanish communities are legally required to hold a reserve fund, but plenty run it thin. If the building needs a new lift, a roof or a facade repair, the community votes a derrama, a one-off levy split between owners by participation quota. A building that has kept fees artificially low for a decade is often the one that issues a EUR 4,000 derrama in year three.
Before you buy, ask for three things: the last two years of community accounts, the minutes of the most recent annual general meeting, and a certificate confirming the seller owes nothing. Your lawyer should request all three as standard. The minutes are the useful one, because that is where planned works get discussed before they become bills.
IBI, and why the bill sometimes surprises people
IBI is calculated from the valor catastral, the administrative value the Catastro assigns to the property, not from what you paid. Two apartments on the same landing can carry different bills if one has been reassessed and the other has not.
On a EUR 400,000 Benidorm apartment expect roughly EUR 400 to EUR 800 a year. Check the actual figure on the seller's last IBI receipt rather than estimating, because it is a public document and there is no reason to guess. The valor catastral is also the base for the non-resident imputed income calculation, so the same number appears twice in your tax life.
Municipal rates are published by the Ajuntament de Benidorm, and property records sit with the Catastro.
The tax nobody expects
If you own Spanish property and you are not tax resident in Spain, you file a Modelo 210 every year even if the property sits empty and earns nothing. The tax is calculated on an imputed income derived from the valor catastral. For most Benidorm apartments the annual bill lands somewhere between EUR 150 and EUR 500.
If you do let the property, you declare the actual rent instead, and since Orden HAC/56/2024 that return is also annual, filed each January, rather than quarterly. This trips up a lot of owners who were told otherwise years ago. Our guide to annual property taxes for non-residents has the detail.
How this changes what you should buy
Run the ownership cost over the period you actually plan to hold the property and the shortlist shifts.
If you visit four weeks a year, a low-fee town-centre flat is the efficient choice and the pool you would use twice does not justify EUR 1,500 a year. WES-1922B 2-bed apartment in Benidorm in Playa Poniente is 75 m2 at EUR 507,000 and puts you in the town rather than on the hill.
If you spend three months a winter here, the Sierra Cortina developments earn their fees: heated pools, maintained grounds, a community that functions in February. WES-2488B 2-bed apartment in Benidorm at 113 m2 for EUR 395,000 is the value pick among them.
If you plan to let, model the fee as a direct deduction from yield. A EUR 150 monthly fee on a property returning EUR 1,000 a month is 15 per cent of gross income before you count IBI, insurance, tax and any management.
Questions
Can I refuse to pay community fees if I disagree with a decision? No. Fees are a legal charge attached to the property, and unpaid fees follow the property to the next owner for the current year plus the three preceding ones. That is exactly why your lawyer requests the debt certificate before completion.
Do fees rise every year? Usually a little, voted at the annual general meeting. Sharp rises normally follow either an insurance renewal or planned works.
Is a community with a gym worth it? Only if you will use it. Gyms, saunas and second pools are the facilities that most reliably add cost and least reliably get used.

Would an inland village be cheaper to run? A house in Polop or La Nucia carries lower community fees, sometimes none at all if it is not on an urbanisation, but you take on the maintenance yourself. Pool upkeep alone runs EUR 700 to EUR 1,500 a year.
